While facing the challenges of its public services, Ukraine was already offering digital driver’s licenses and official documents through a single app. The initial push came before the pandemic, but it was this crisis that accelerated the massive use of the platform. The app became the bridge between the government and its citizens: procedures, certificates, and even health documents were resolved without leaving home.

An All-Encompassing App

The app of Ukraine not only manages documents. Its functions include tax payments, car registrations, marriage requests, and even popular votes for cultural events. In total, the app offers 40 government services and stores 30 different documents, all accessible from the cellphone. There is also a web portal with more than 130 procedures for citizens and businesses.

The key behind this digital revolution lies in Ukraine’s local talent. Over the past two decades, Ukraine has become a hub for software developers, especially for foreign companies that outsource their projects. With around 300,000 software developers, many with international experience, the app was efficiently developed at a low cost, between 5 and 10 million dollars.

Embracing Technology in Times of Urgency

In the midst of conflict, new needs arose for Ukraine. The platform quickly adapted, incorporating services designed for a country in conflict, such as damage reports, compensation requests, and denunciations of enemy troops. The sense of urgency in the war context forced the government to prioritize functional solutions, eliminating bureaucratic obstacles.

Looking Ahead: Artificial Intelligence and Beyond

The next step in Ukraine’s digital transformation involves the integration of artificial intelligence. Developers are working on virtual assistants to guide citizens through procedures effortlessly. However, the importance of reliable data and good infrastructure is emphasized, as AI can be more of an obstacle without solid foundations. Ukraine continues to strengthen its technological base before launching new functionalities, positioning itself as a laboratory of civic innovation and a role model in the digital age.
